Planning Procedures And Forms
ADMINISTRATIVE REVIEWS
For new projects that only require administrative review, please email one pdf of the architectural plans to PlanningRedondo@redondo.org. The Planning Technician will route the plans to the Planner of the Day. The Planner of the Day will review the drawings and reach out to you regarding your project. For submittals that include exterior changes at a condominium site, be sure to include proof of HOA approval. If the site does not have an active HOA, proof of approval from the other condominium neighbors is acceptable.
Projects that meet Planning Division requirements will be digitally stamped and emailed back to the applicant. The applicant will then download the stamped plans, as well as all required Building Division applications and construction documents, to a flashdrive. The applicant will then bring the flashdrive in person to the Building Division counter during the Building Division counter hours. Please see the Building Division webpage for more details regarding their submittal procedures. If there are changes to the plans during the Building Division plan check process, the revised plans will be routed back to the Planning Division for review prior to permit issuance.
Projects that require a land use entitlement, such as a Modification or Conditional Use Permit, will require a formal application and fee. It is recommended that applicants meet with a Planner early in the process so that Planning Staff can confirm the type of application(s) necessary. Once the application type is confirmed, please find the appropriate application in the forms listed below. Be sure to fill out all sections of the application and have the Owner's Affidavit notarized. Coordinate an in-person appointment with the Planning Technician (or your assigned Planner, if applicable) to submit the completed application, the fee (check or credit card), one hardcopy full size set of plans (24" x 36"), and one hardcopy reduced set of plans (11"x 17"). Additionally, we will ask for an electronic copy of the completed application and plans. You may provide an electronic copy of the submittal on a flashdrive or you may email the completed application and plans to PlanningRedondo@redondo.org.
The assigned Planner will review the submittal within 30 days of receipt. If additional information and/or revisions to the submittal are requested, the application will be deemed incomplete and the Planner will provide written documentation regarding the items that need to be addressed. If no additional information or revisions are needed, then the application will be deemed complete.Applications such as Administrative Use Permits and Modifications are reviewed by Staff and may not require a public hearing. However, a notice of the determination is routed to the adjacent neighborhood for comment. If public comments are received, Staff will notify the applicant and begin discussions with the concerned neighbor(s). Projects may be revised and/or have new conditions of approval to address neighborhood concerns.
Applications such as Coastal Development Permits and Conditional Use Permits require a public hearing. Once an application submittal is deemed complete, the assigned Planner will confirm the next Planning Commission agenda that the project can be heard. Due to noticing requirements and the preparation of staff report materials, applications that require a public hearing need to be deemed complete at least four weeks prior to the Planning Commission public hearing date. Please note that Planning Staff is often filling commission agendas two to three months prior to the public hearing dates.
PLAN CHECK PROCESS
After approval of the land use entitlement is granted, incorporate the approval letter or Resolution, as appropriate, into the construction documents. If the project was approved with conditions, be sure that the plans are revised to meet those conditions. Email the revised plans back to the assigned Planner for review. Once the Planner confirms that the plans have been appropriately revised per the approval granted, the Planner will digitally stamp the drawings as "Reviewed for Submittal". The stamped plans will be emailed back to the applicant. The applicant will then download the stamped plans as well as all required Building Division applications and construction documents to a flashdrive. The applicant will then bring the flashdrive in person to the Building Division counter during the Building Division counter hours. The Building Division will route the plans back to the Planning Division for plan check review and final approval stamps prior to permit issuance.
Please note that almost all projects require Planning Division review and approval prior to Building Division processing. Thus, it is recommended that applicants start with the Planning Division before preparing a plan check submittal for the Building Division.
