Boards And Commissions Application

GENERAL INFORMATION
Serving on a City Board or Commission is a voluntary public service important to the City and to the community. Appointed members of the City’s Boards and Commissions are selected to serve terms as part of advisory bodies to the Mayor and City Council. They serve in these positions at the will of the City Council, conducting their work within the powers and duties prescribed to the specific Board or Commission to which they have been appointed. Members are also governed by local, state and federal regulations and laws in their conduct on a Board or Commission. Board and Commission responsibilities are listed in the City’s Charter.

TERMS
The members of each board or commission serve a term of four years except student Youth Commissioners serve a 1-year term and Housing Authority Tenant Commissioners serve a 2-year term. Commissioners are appointed by the Mayor subject to confirmation by the Council. No person shall serve more than two full terms on the same Board or Commission. The Housing Authority Commission has no term limits. No person shall serve simultaneously on more than one Board or Commission. Commissioners must be registered voters living in the City of Redondo Beach (except student Youth Commissioners). Youth Commissioners must be a registered student in the Redondo Beach Unified School District and/or live in Redondo Beach.

Terms expire annually on September 30 on a staggered basis within each commission. Interviews are held before the Mayor and Council in July. Appointments are made in August. Orientation will take place in September and the new term begins October 1.

APPOINTMENTS TO COMMISSIONS
Applications received will remain “active” and on file in the City Clerk’s office for one year and will be reviewed by the Mayor and City Council should an unscheduled vacancy occur due to a resignation or for other reasons. The City Clerk’s Office accepts applications year round to fill unexpected vacancies.

BOARD OF APPEALS/UNIFORM CODES -- 3 Members; 3 Alternates; Meets on an “as needed basis”. Powers and Duties: Hears and decides appeals taken from any order, notice and order, or any action or determination of the City’s Building Official which is appealable under the provisions of the Uniform Building Code, the Uniform Building Code for the Abatement of Dangerous Buildings, the Uniform Sign Code, the Uniform Mechanical Code, the Administrative Code Provisions for the National Electrical Code, and Title 9 of the Redondo Beach Municipal Code. (Ord. 2687, c.s., Adopted 4-6-93). Members must file a Statement of Economic Interests with the City Clerk. See “Qualifications.”

BUDGET & FINANCE COMMISSION -- 7 Members; Meets 2nd Thursday of even numbered months at 6:30 p.m. Powers and Duties: Maintains a continuous study of sources of municipal revenue and methods for appropriate spending of public moneys, assist the City Manager and City Council in financial planning, and recommend methods of obtaining and financing permanent public improvements in the City. Perform such other duties as directed by the City Manager or the City Council. Ord. 2805 c.s., Adopted August 5, 1997.

HANDICAPPED ACCESS APPEALS BOARD -- 5 Members; Meets on an “as needed basis”. Powers and Duties: Hears written appeals regarding action taken by the Building Department or the City in the enforcement of the requirements of the Health and Safety Code, Part 5.5, including the exceptions contained in Sec. 19957. May approve or disapprove interpretation of the Health and Safety Code, Part 5.5, and enforcement actions taken by the Building Department (Ord. 2624 c.s., Adopted 5-04-91). Members must file a Statement of Economic Interests with the City Clerk. See “Qualifications.”

HARBOR COMMISSION -- 7 Members. Meets on the 2nd Monday of each month at 6:30 p.m. Powers and Duties: Hold hearings on all applications for conditional use permits and variances for the use and development of lands within the jurisdiction of the Commission; hold hearings on any matter concerning the commercial and recreational development of the harbor; further the commercial and recreational development of the harbor; be advised and may recommend to the Council on all new lease and sublease arrangements relating to harbor lands, facilities, or improvements; be advised and may report to the Council on all subleases with firms doing business within it’s jurisdiction; be advised and may report to the Council on the assignment of all leases and subleases with the City relating to harbor lands, facilities , or improvements. The Commission shall advise the City Council on any matters concerning the Harbor when so requested by the Council. HISTORICAL COMMISSION -- 7 Members; Meets on even months-February, April, June, August, October and December at 7:00 p.m. Powers and Duties: Investigates, maintains, and catalogs all historical information, documents, records, and pictures that would be of interest to the City of Redondo Beach and its citizens; compile records, recordings and promote keeping of a written historical record of the City in narrative form. HOUSING AUTHORITY -- Mayor and Council and 2 Section 8 Housing Tenants -- Meets the 1st Tuesday of the month in March, June, September, and December, 6:00 p.m. Powers and Duties: The Authority shall review and make recommendations on all matters to come before the authority prior to authority action, except emergency matters and matters, which the commission by resolution excludes from its review. Must be a tenant of the Section 8 Housing Program and requires a special application. (Section 3290, Health & Safety Code and Housing Authority Resolution No. 12.)

LIBRARY COMMISSION -- 7 Members -- Meets on the 1st Monday of even numbered months at 7:00 p.m. Powers and Duties: Plan a program for the development, extension, and improvement of library facilities in the City and in addition, it shall perform other duties as from time to time may be assigned to it by the City Council. (Ord. 2796, Adopted 3-18-97.)

PLANNING COMMISSION -- 7 Members -- Meets 3rd Thursday of the month at 7:00 p.m. Powers and Duties: Advise the Mayor and City Council in all matters relating to planning, zoning and the physical development of the City as directed by the City Council and in such other duties as directed by the City Council. The Commission shall have the powers and duties set forth therefore in Title 10 of the Redondo Beach Municipal Code and powers and duties as prescribed under any law of the State. (Ord. 2794, Adopted 3-19-97.) Members must file a Statement of Economic Interests with the FPPC and with the City Clerk.

PRESERVATION COMMISSION -- 7 Members -- Meets the 1st Wednesday of the month at 7:00 p.m. Powers and Duties: promote the public health, safety, and general welfare by providing for the identification, protection, enhancement, perpetuation, and use of historical resources such as buildings, structures, sites, places and districts within the City that reflect special elements of the City’s architectural, artistic, cultural, historical, political, and social heritage. (Ord. 2554 c.s., Adopted 8-1-89; Ord. 2798, Adopted 4-1-97.) Members must file a Statement of Economic Interests with the City Clerk. See “Qualifications.”

PUBLIC ART COMMISSION -- 7 Members – Meets every other month as needed. Powers and Duties: Act as adviser to the City Council in all matters pertaining to public art in Redondo Beach. Public art in Redondo Beach shall be defined as artworks that are identified through a gift, City purchase, or artist commission, that are displayed in any publicly owned property or right of way area including parks, City buildings and facilities, streets, medians, sidewalks, plazas and in any other public location determined by the City Council; make recommendations to the City Council for public art program guidelines, the artistic criteria for public art, the acquisition of public art, artwork commissioning and deaccession, the creation of public art infrastructure, and the preservation and maintenance of public art in the City; make recommendations for a prioritized list of public art projects to be considered as part of the City’s strategic planning and annual capital project and budgeting processes; stimulate public interest in such public art programs and projects; and perform such other duties as from time to time may be assigned to it by the City Council. PUBLIC SAFETY COMMISSION -- 7 Members -- Meets on the 3rd Monday of each month at 7:00 p.m. Powers and Duties: Advise the Mayor and City Council on matters relating to public safety, crime prevention, and implementation of the Safer City Program as directed by the City Council, and perform such other duties as directed by the City Council. PUBLIC WORKS COMMISSION -- 7 Members -- Meets on the 4th Thursday of the even months except December when meeting is scheduled in January at 7:00 p.m. Powers and Duties: Advise the Mayor and City Council in all matters relating to public works, capital improvement programs, solid waste and hazardous waste disposal, public utilities, traffic and transportation. Other duties as assigned by the City Council. (Ord. 2776 c.s., Adopted 8-6-96.)

RECREATION & PARKS COMMISSION -- Members -- Meets the 2nd Wednesday of the month at 7:00 p.m. Powers and Duties: Acts as adviser to the Mayor and City Council in all matters pertaining to public recreation, including playgrounds and entertainment; prepare an annual estimate for budget purposes, assist in development of recreation in the City, stimulate public interest in such recreation programs, and cooperate with schools and all other agencies , plan for the development, extension, improvement , and maintenance of park facilities, and shall perform such other duties as directed by the City Council. SUSPENSION APPEALS BOARD -- 3 Members + 1 Alternate – Appointed by the City Council. Meets as needed. Powers and Duties: Make decisions on any appeal of suspension by a Civil Service Employee. (Resolution No. 5203 - Adopted 12-10-73)

YOUTH COMMISSION -- 3 Adult Members (includes a representative of the Redondo Beach Unified School District) and 12 Student Members; Meets the 1st Thursday of the month at 7:00 p.m. Powers and Duties: Promote the youth of Redondo Beach by providing comprehensive programs and events that meet the interest and needs of the youth. Identify and report to the City Council annually on youth needs and priorities of Redondo Beach; remain informed on the programs providing youth services to Redondo Beach youth; research, formulate, suggest proposed policies, programs and services designed to meet the needs of Redondo Beach youth; review and evaluate requests received by the City pertaining to its youth-related policies/services; maintain liaison with the Youth Commissions in other cities, and/or youth related agencies; and represent the City of Redondo Beach when requested to do so. QUALIFICATIONS

BOARD OF APPEALS/UNIFORM CODE
Consists of 3 regular members and 3 alternate members. 1 member shall be a state-licensed architect; 1 member shall be a state licensed civil or structural engineer; 1 member shall be a state licensed general contractor, who are qualified by experience and training to pass upon matters pertaining to building construction, who are not employees of the City and who are electors of the City. Alternates must have the same qualifications.

HANDICAPPED ACCESS APPEALS BOARD
Consists of 5 members. 2 members shall be persons experienced in construction; 2 members shall be physically handicapped persons, plus one other public member.

HARBOR COMMISSION

Appointments to the Commission shall be in accordance with the following criteria:

(a) One member shall be a boat owner who regularly uses the boating facilities in King Harbor. The designee shall maintain boat ownership during his or her term of office. The sale of the boat, without the repurchase of another within one month after the sale, shall result in a vacancy in office. The boating representative is intended to represent and further the interests of the boaters in King Harbor.

(b) One member shall be selected from a list of not less than five (5) names to be submitted by the harbor and pier lessees, such list to be approved by a majority of the harbor and pier lessees.

The Mayor and Council find and declare that the individual appointed as the harbor and pier lessee member of the Commission is intended to represent and further the interests of the harbor and pier lessees within the jurisdiction of the Commission and that such representation and furtherance will ultimately serve the public interests. Accordingly, the Mayor and Council find that, for the purposes of persons who hold such office, the harbor and pier lessees within the jurisdiction of the Commission are tantamount to and constitute a significant segment of the public generally within the meaning of Section 87103 of the Government Code of the State.

(c) Each of the remaining members of the Commission shall have training and experience in one of the following disciplines:

(1) A State-registered civil or structural engineer, or five (5) years’ practical experience in a related engineering field;

(2) A member of the Bar of the State;

(3) A State-licensed architect;

(4) A certified public accountant, or an officer of a financial institution;

(5) An oceanographer or marine engineer with five (5) years’ practical experience;

(6) A State-licensed real estate broker;

(7) A property manager with five (5) years’ practical experience;

(8) A State-licensed general contractor;

(9) A practicing economic or financial consultant with five (5) years’ experience;

(10) A commercial developer with five (5) years’ experience;

(11) An executive or owner/operator of a business;

(12) A management level employee with five (5) years’ practical experience with a public or governmental entity; and

(13) A management level employee with at least five (5) years’ experience in harbor recreational development.

No discipline shall be represented by more than one member. (§ 3, Ord. 2351 c.s., eff. November 1, 1982, as amended by § 1, Ord. 2427 c.s., eff. October 16, 1985, and § 1, Ord. 2509 c.s., eff. September 1, 1988, as renumbered by § 1, Ord. 2705 c.s., eff. October 21, 1993)

PRESERVATION COMMISSION
Three members shall be appointed from among professionals in the following disciplines: architecture; history; architectural history; urban planning; archeology or other historic/preservation-related disciplines such as American studies; American civilization; cultural geography; cultural anthropology to the extent that such professionals are available to the City, one member from a recognized preservation or historical society and the remaining members may be laypersons including owners of historic resources.

PUBLIC ARTS COMMISSION
Consists of 7 members. The Commission shall consist of seven (7) members. The members of the Commission shall be composed of: Two (2) members appointed from among professionals in the disciplines of architecture, landscape architecture, urban planning, engineering, design or other related cultural and arts disciplines, to the extent such professionals are available in the City; two (2) members appointed from a recognized arts or artists organization; and the remaining three (3) members shall be appointed at-large.
  
CONFLICT OF INTEREST
The Political Reform Act, 1974, requires members of city planning commissions to file a Statement of Economic Interests (conflict of interest) disclosing investments, interests in real property, and income. These statements (Form 700) must be filed upon assuming office, annually, and upon leaving office. The Act also requires cities to adopt a conflict of interest code designating those commissions whose members make, or participate in the making of decisions that may foreseeable have a material effect on financial interests. The following Boards and Commissions are designated by the Conflict of Interest Code and must file statements of economic interests: Board of Appeals/Uniform Codes; Budget and Finance, Handicapped Access Appeals Board; Harbor; Planning, and Preservation Commissions.

ETHICS TRAINING – AB1234
The City of Redondo Beach requires each of the appointed Commissioners to complete Ethics Training. The goal of Ethics Training (AB 1234) is to acquaint local officials with the laws that govern their behavior and motivate them to comply with such laws. The training is available free on-line at FPPC Local Ethics Training and must be completed within 90 days of appointment. Training must be renewed every two (2) years.
