New California law allows anyone to become permanent absentee voter.
A new law recently effective in California allows any registered voter to become a permanent absentee voter. The bill was passed in an attempt to increase voter turnout, provide greater convenience for the voters, as well as make absentee ballots easier to administer. Another law allows anyone residing with the voter, not just spouses or relatives, to return an absentee ballot. The person returning the ballot must place their own name and signature on the outside envelope along with their relationship to the voter. Campaign workers are prohibited from returning absentee ballots except for candidates and candidates' spouses.
