CITIZEN CORPS COUNCIL –
HOMETOWN SOLUTION TO HOMELAND SECURITY

The Mayor and City Council established the Redondo Beach Citizen Corps Council (CCC) in 2002 as a component of the USA Freedom Corps. Its purpose is to build on existing volunteer programs in Redondo Beach, adding an element of homeland security. Chaired by Fire Chief, Dan Madrigal and Business owner, Lisa Burke, the CCC brings together leaders from many sectors of our community to promote volunteer opportunities and activities that prepare the community for threats of terrorism and other emergencies that could overwhelm local public safety, medical and health resources.

In May, 2006, the CCC was re-established by the Fire Chief and serves the people of Redondo Beach by encouraging a high level of preparedness in the city. The Citizen Corps Council consists of a number of interested citizens and organization Representatives who take on specific roles within the Council. This is a volunteer group serving the City of Redondo Beach and reports to the Fire Chief who has been designated as the liasion between the CCC and the City.

The group is working collectively to achieve the following goals: Assess community volunteer programs and their needs to be better prepared should a disaster occur; Make Redondo Beach a nationally-recognized community for its volunteer preparedness programs; and assist our local Fire and Police Departments with one citywide disaster exercise that ties in all volunteer groups such as CERT, Medical Reserve Corp, Volunteers in Policing and neighborhood Watch.

Since its inception, the CCC has realized several goals, including development of brochures and online information to increase awareness and the delivery of several presentations to encourage community participation. Tremendous progress has been made toward other goals as well: training, preparedness and coordination work has begun; the Medical Reserve Corps is underway; grant funding opportunities have been identified; and a contact has been established with national programs and elected officials of other cities throughout the country.

Programs that have been operating successfully in Redondo Beach for some time, such as the Community Emergency Response Team (CERT), the Volunteers in Policing Program (VIPs), Citizen Police Academy, the Block Party Program and Neighborhood Watch are receiving renewed attention and focus under the CCC umbrella. The City's Medical Reserve Corps, is currently headed by Dr. William Kim, who in conjunction with the Beach Cities Health District has been instrumental in the recruitment and training of several retired health professionals as a resource during major emergencies. Other community involvement opportunities are being explored and planned for the future.
