CITY PROJECTS:
Portofino and YCW Sewer Pump Station Project
Construction Notice:
This is an update on the ongoing sewer system upgrades in the Harbor area of Redondo Beach, undertaken by our contractor, Mehta Mechanical Company (MMC), Inc.

Details:
Portofino Way Station @ near the Seaside Lagoon turn-around

  • Installation of a new sewer main and manhole structures along Portofino Way.
  • Construction of a new pump station and utility building immediately south of the Seaside Lagoon maintenance access gate.
  • Installation of a new force main along Portofino Way, tied to the Manhole at the Harbor Drive intersection.
  • Abandonment of the existing outdated Portofino Way Pump station located at the northeast corner of the Seaside Lagoon maintenance access gate.

 Yacht Club Way Station @ Way: Adjacent to the old SeaLAB facility.

  • Remove and replace the existing pump station with a new pump station at same footprint.

Portofino Way

June 4-14

Work on Harbor Drive  / Bike path – Trenching, installing the force main, and backfilling from Portofino bike path to the Harbor Drive intersection (Phase 3 &  4 Traffic Control)

June 17-28

Work on Harbor Drive – Constructing MH #3, including excavation, shoring, and backfilling (Phase 5 Traffic Control)

June 28-July 2

Work on Harbor Drive / Bike path – Temporary pavement restoration. (Phase 3 & 4  Traffic Control)

Construction anticipated to start soon

Work Hours 
7:00 am to 6:00 pm (Monday - Friday) with lane closures permitted only between 9:00 am to 3:00 pm 

Traffic Impacts
Normal working hours on Portofino Way are from 7:00 AM to 6:00 PM, and on Harbor Drive from 9:00 AM to 3:30 PM, Monday through Friday.

  • Phase 3 Traffic Control (June 4-14 and June 28-July 2):
  • Harbor Drive and Portofino Way will have one lane open in each direction.
  • Left turns will be restricted in all directions.
  • Right turns from Harbor Drive to Portofino Way towards the Seaside Lagoon and from Portofino Way to Harbor Drive south will be restricted.
  • Bike paths and pedestrian crossings will be maintained, with detours provided.

  • Phase 4 Traffic Control (June 4-14 and June 28-July 2):
  • Harbor Drive and Portofino Way will have one lane open in each direction.
  • Left turns from Beryl Street to Harbor Drive south and from Harbor Drive to Portofino Way towards the Seaside Lagoon will be restricted.
  • Bike paths and pedestrian crossings will be maintained, with detours provided.

  • Phase 5 Traffic Control (June 17-28):
  • Harbor Drive and Portofino Way will have one lane open in each direction.
  • Right turns from Harbor Drive to Beryl Street east towards the PCH will be restricted.
  • Bike paths and pedestrian crossings will be maintained, with detours provided.

Intermittent lane closures on Harbor Drive will occur from June 4 to July 2nd, between 9:00 AM to 3:30 PM. The contractor will maintain one through lane in each direction at all times and will maintain the safe bike and pedestrian path. Please expect traffic delays.

Manhattan Beach Boulevard from Aviation Boulevard to Inglewood Avenue
Construction Notice:
Toro Enterprises, Inc. has been contracted by the City to resurface Manhattan Beach Boulevard. Work includes saw-cutting and removal of asphalt pavement, curb, gutter and sidewalk; construction of concrete sidewalk, medians, curb and gutter; construction of asphalt pavement; construction of curb/ADA ramps; landscaping and irrigation improvements at existing raised center and frontage road medians, new dedicated westbound U-turn pocket between Gibson Place and McBain Avenue; installation of traffic signals, control devices and signs; installation of pedestrian related amenities; installation of a Class II Bike lane; and traffic striping and pavement markings.

Construction will start next week on 4/29. Project is anticipated to be completed in Fall 2024. 

 Anticipated Construction Schedule, week of: 
04/29/24 - Mobilization: Concrete, median, and signal interconnect improvements begin
June 2024 - Dry well installation, asphalt digouts, landscaping and plantings
July 2024 - Median concrete paving
August 2024 - Traffic signal conduit and equipment installations
September 2024 - Stand traffic signal poles
October 2024 - Asphalt resurfacing
November 2024 - Loops, striping, and punchlist

Traffic Impacts 
There will be periodic temporary off-peak closure of traffic lanes and redirection of the pedestrian path to facilitate the work.  Through traffic will be accommodated at all times subject to intermittent delays. Changeable Message Boards have been installed to notify commuters of the upcoming work.

Construction Notice: 
Hardy & Harper Inc. has been contracted by the City to resurface Torrance Blvd. from Torrance Circle to Prospect Ave. and install new traffic signal at Torrance Blvd. & Francisca Ave. Remaining work includes saw-cutting and removal of asphalt pavement; construction of asphalt pavement; construction of installation of traffic signals, control devices and signs; installation of pedestrian related amenities; installation of a Class II Bike lane; and traffic striping and pavement markings. 

Construction has recommenced this week. Project is anticipated to be completed in May 2024.
